Teddy is supposed to join forces with Coleman to sign a pledge that neither will go negative in this campaign. But Powers Boothe wants to lobby one last salvo while he can, so he gets Teddy to agree that they can use their dirty cops to delay Coleman just long enough that it appears he is blowing off the pledge signing. Teddy is all, "YOU BIG MEANIES," but Powers Boothe points out that GRRR and RROWR and SNARLLLL and so Teddy agrees that perhaps a mild, gentle traffic stop would be just fine.
